Eggman is a scientist that came to an island inhabited by woodland creatures, of normal and anthropomorphic varieties, to (by assumption) take over all of the land to make machines (later of mass destruction), landscapes and factories for more robots and other man made creations. From the beta info of the classic games, he seemed to be no more than a businessman with the sore purpose of just creating more civilization for people to live in (considering all he did with the native wildlife is just put them in his machines and not just killed them.) With the likes of Casino Night Zone and the many, many city lights and buildings in the background of that stage (and including the people seen in the classic art made during the games release, pic related) it was clear Humans always were amongst the cast of Sonic characters, just not many of them since they are all on small islands (South Island and West Side Island.)

And as others said, this is not even including places like Station Square, Westipolios, and all the other world bound locations seen in Sonic Adventure 1 and 2, Shadow the Hedgehog, 06, and Unleashed. Eggman is NOT the sole human in Sonic, just the only one that has a vendetta against Sonic and Co's inhabited (mainly thanks to all the years Sonic's spent keeping him from doing what he was trying to do from the very beginning)

In the games, yes. But the Japs knew there were humans too, hence my pic related I posted before. Americans never knew because SEGA of American wanted Sonic's world to be a alien planet were one human existed on it for no reason. Another thing, I don't really recall any case of this prior to the classic games, it was pretty well shown all the more "tropical and natural" areas you played in the classic games were more likely to be areas untouched by Eggman's rule (e.g in Sonic 3K, how most of Angel Island didn't have many areas filled with robots and machinery, but more natural areas just invaded by Eggman's robots compared to nearly all of South Island (Sonic 1) being taken over by Eggman barring Green Hill and Labythen Zone and half of Sonic 2, most notably with Oil Ocean and Metropolis Zone.

I not trying to tell you to not like the newest lore of Sonic or anything, but yes, I do like what was originally stated and don't like when others change what was originally done prior. Funnily enough, the original creator of Sonic isn't doing most of the Sonic lore things now, it's people like Iizuka that's done all of the "edgier" parts of Sonic and the like, and whether you wanna make of it, for me I don't care about it anymore because it doesn't appeal to me, but that's ok. It's clear SEGA does want to keep "Classic Sonic" and "Modern Sonic" separate things now, as for me I'll enjoy what was originally sought out back in the day. I mean it's what I grew up with, so why shouldn't I like what I once liked?

If the creators want to change to pander to newcomers, that's fine. I'll still love what I loved from the start and stick with that. I mean it's why we're getting games like Mania for in the end.

Guys guys all the Sonic lore nonsense needs to die. There is no way to connect all the Sonic lore together. The only way to categorize games into some form of "timeline" is to group games based on when they were released.

I just didn't mention those because they just didn't come to mind. Chemical Plant itself clearly was made by Eggman (even the beta info states this) and I'd imagine the same goes for Scrap Brain (I mean the name is like a giveaway), the Casino in Casino Night I would assume Eggman made in the city of people surrounding it, but it wasn't fully stated for certain. If anything South Island is something more notable of just having mostly animal creatures there (maybe why Eggman wanting to take over it) and Angel Island floats in the sky isolated from other kind than the Echidnas, leaving West Side to be a place where some humans are present more than the other Islands.
