That's the downside of new Star Wars movies every year. There is less time to produce figures of everyone seen on screen. That said, there were a good number of background characters produced for The Force Awakens.

Maybe these days but in the past? Fuck no. You can get damn near every background alien in the cantina and Jabba's palace. Even the ice cream maker guy from Cloud City got a figure!

While the 5PoA figures are garbage, Hasbro still makes background characters.

Currently yeah but I was always perplexed towards people that really wanted every single alien and background extra from the Cantina and Jabbas Palace.
Taking every release into account I don't think anything is missing from the old movies that is impossible to kitbash from other figures.
The new movies are fucked though, not that they would need it though.
