Even now 3 bucks is a pretty good deal for them

They're Skylanders. You use the figures in the games to play as that character. The thing on the right in your fist pic is an extra level, and there are items too.

Gill Grunt is best skylander. Use his water rocket pack for speedy movement. His hydro cannon is pretty great too.

You can tell the game they came from by the bottom of the figure. The green bottom ones are original skylanders: spyros adventure figures. The orange bottom ones are from skylanders: giants.
These are early figures that are compatible the green bottom.ones are compatible with every skylanders game there is and the orange bottom ones are compatible with every game except the first one.

As a father of a son who has played skylanders since the beginning I always try to get the earliest ones since the are compatible with more games and are generally cheaper.

I'm so glad they aren't making another one this year. The series is stale as hell and the create skylanders crystals were a huge let down, they maxed out so fast it didn't seem worth it.
