Actually the first rival schools pre-dates spirits by a few years, so it could very well be the other way around. Ontop of/or just a reference to the manga that lead Shotaro Ishimori into creating kamen rider, Skull Man.
I can see using one of the older ghost riders, but it'll require far too much adding sculpted detail then I'd be willing to put the effort into.

This is the original Skull Man. Originally came out in 1970, and lay the groundwork for Kamen Rider later. This is who Akira was homaging. Its also the one that Kicker Skeletons from Castlevania, Skullomania and Kamen Rider Skull homage (and probably Skull Man from Mega Man as well). Its so influential that Japanese popculture pretty much considers Skull Man as Kamen Rider 0.

There is a 2007 anime called The Skull Man, but that was more of a multi-work crossover featuring dozens of different characters from different manga that Ishinomori authored. It also acted like a pseudo-prequel to Cyborg 009.
