Nintendo and GSC don't have any sort of exclusive deal, so bandai could. But they probably wont due to the Mario line bombed hard and Bandai is always trigger happy to kill entire franchise's off for the line as a result. It happened with Gundam and Super Sentai after all.

There are times when packages that get sent out to us dont have a sticker or orange/yellow street date tape on them so the instocks team will just push it out.
and yeah, like other people have mentioned, the register will deny the purchase. they cant override it, not even managers can.
you can try to argue and force someone to sell you the product because its on the shelf but most likely the manager wont let you. you will be surprised at how informative they are about scalpers.

TP Link's in-game model has been pretty consistent throughout multiple games, from the original game to Smash Bros Brawl/Smash 4. It's a tried and true design. Not to mention it's already in 3 dimensions, so there's no awkward transition they have to worry about.

OoT is my favorite zelda game actually, and having Bandai do an SHF is a dream of mine. But sadly we'll get a figma if anything and, while I don't know yet, it will mostly likely not be accurate. If they sculpted alongside the 3ds model, which is a fantastic combination between the concept art and the original ingame model, then there's hope, but I doubt that'll happen. His artwork changes, absolutely, but these go to extremes that none of the artwork shows. That's why all of the things on the list state that they never do that, implying none of the criticisms are inbetween two pieces of art.
Figma TP link is the most inaccurate of the 3 figma links, hands down. Hell, the only thing really wrong with lbw link is that it's just a bit too feminine and doesn't have a clear waistline. And SS link's proportions are mostly accurate, face sucks but still captures the look better than TP link.

Fair enough on Smash 4 Link, but the Brawl model has such a similar UV layout to the TP model that I have a suspicion it was edited and made higher-res for Smash Bros. The hair is a lot lighter in Brawl, but that's about it. The shapes are very consistent.
With Smash 4, the only part I'd say is more like SS Link is the colors. The tunic, shield, hair, etc are all still on-model to TP.

Hell, the whole concept of quality Zelda figures is pretty young - there was nothing except some godawful Toybiz figures until about 2011 or so. We haven't reached the point where Japanese companies feel bold enough to try anything except Link or the occasional Zelda. Jakks has delved a little deeper into the roster of characters, but their figures are mediocre at best (and they haven't done Epona).
