You don't.
Any method you use to whiten it will most likely ruin the paint job.
The best you can hope for is repainting it, and redoing the deco.

Wrong. Plastic container, hydrogen peroxide covering the body, set it in the sun for two hours then check it. If still yellow rinse and repeat. I have restored many cars to pristine condition this way.

Btw, there is no paint job it was molded in white plastic.

If it's been sitting for that long I'd be more worried about the inside engine. The outside isnt that bad. Your bushings inside are probably seized up. I'd work on the engine, axels, and wheels. The frame as well. It might be rusted shut.
