I'm breaking your "5 figure" rule, i would try 1:12 Mercury 7 astronauts. No BAF, but each pilot would come with a "nameplate" for *his* capsule: Freedom 7, Shepard, Liberty Bell 7, Grissom, etc. The Mercury capsule is the vehicle, but you still get a figure when you buy it. Its removable nameplate says "MR-2" and inside is Ham the chimp. If successful, Wave 2 would be Gemini.

XCOM. Preferably 1/12, with Figuarts articulation. The only problem I can think of is that a lot of the aliens are pretty small or lacking in accessories on their own, so they might have to be packed together to beef up the package a bit.

The real highlight tho would be the Solomon figure, who starts in his prisoner form and comes with removable Alucard cosplay.

First wave would have to be Frisk (with various gear accessories), Flowey (with interchangeable facial expressions, possibly "friendliness" pellets too), Toriel (comes with pies), Sans (wave one comes with a few puzzle elements), and Papyrus (comes with puzzle elements).
Since there's no vehicles, and no real BAF opportunity, wave one would come with a build it yourself The Ruins playset, The playset would come with several puzzle rooms, and some of the generic monsters. (Possibly include Blooky here as well)

If wave one went over well, you could have it follow the game line for the other zones.

Figma-level ariculation at least Bakuretsu Hunters:
Carrot, Maron, Gateau, Chocolate(battle gear) and Tirra (Battlegear) with Zoanthropy form Carrot BAF

Wave 2 would never happen, but it woud be Tira(Casual), Chocolate(Casual), Dota, Mille Feuille, and Sacher Torte with Big Momma as the BAF.

But I don't think anyone but me likes the show enough to want figures.

Outside of that, I'd love to see Bushido Blade figures, particularly 2.

Skip the BAF and go with six figures, fist wave would be Gengoro(with Nodachi), Kaun (w/Yari), Jo (w/Longsword), Kannuki (w/Broadsword), Tatsumi (w/Katana), and Mikado (w/Naginata).

Each figure would come with their signature weapon plus thier subweapon(in both a held form, and an effects part thrown version).

Each figure would also come with pixel blood spray pattern hit spark effect part.

Aditional waves would carry on with the rest of the cast, mixing up with weapons so you get both the Shainto and Narukagami version of the swords

I really just want Full House anything. Short of Funko Pops, just about any sort of action figure would be fine, even from Funko so long as they don't have blacked out eyes.

Here's an idea on a more general level that what's in the wave.

I'd have at least one person just for PR and interacting with the fan community. Get an idea of what they want or what wasn't right. Maybe every few waves do a "catch up" wave from the last few waves with the most desired/missed figures.

Also, though this probably wouldn't work until 3D printing was more viable, instead of pack in BAF pieces do some sort of mail away point system, on a per wave basis, though you wouldn't have to get only figures from that wave, or even different figures.

Say each wave has an army builder, and each figure is worth 5 points towards a 30 point mail away BAF. You could just buy 6 army builders, or 3 from wave 1 and 3 from wave 3.

Halo Mega Bloks style based on Shining Force.

First wave will be Max, Tao, Ken, a skeleton warrior and Guntz. The BAF is a Laser Eye.

The faces are contoured and tampoed on rather than rely on painting (ala Figma). Granted, this means that everyone will have samey anime faces but the different eye styles, hair styles, eye and hair color etc of the franchise should make everyone quite distinguishable.

Oh, and the skeleton will be shortpacked, because that's what toy companies apparently do. Y'know, shortpack the army builder.
