The Rebel in that pic is a Resistance Trooper with its human head changed out. Would also be an okay armybuilder. Same goes for Cassian Andor (Blue Coat) and an lesser extent Jyn Erso.
There is also a three pack with Cassian Andor in a brown jacket, Jyn Erso and a Death Trooper & a Two-Pack of a Episode 7 Stormtrooper with Poe Dameron in a brown jacket outfit.
I have a feeling everything truly militry like are WW2 dolls / Hot Toys like stuff and not 1/12 scale.

Those shoulder belts on the Resistance Soldier should also be very easy to remove. Helmet has a hinge, removing it would make it look more like a traditional helmet.
There's also the ML Nick Fury with generic Halo trooper gasmask head.
Shame about the white boots and belt, making them very comic-booky rather than realistic shield agent

Are Mythic Legions considered army builders? Does this mean Mythic Legions are cheap and easily available? I assumed they were too pricey and hard to get, to be considered army builders because they were a Kickstarter thing, but I'd be happy to be proven wrong on this.

The legion builders were $95 for x6 of them. They're basically unpainted (so all molds) unamed characters.
For example in the current KS they're selling elf warriors, vampire warriors as legion builders.
