what are these two little bits for on the clan leader neca figure?

They're plugs for the holes you're not using when the two tentacles are attached to his armor/gauntlets.

So if you have the tentacles plugged into his wrists, put those two pieces in the two empty holes in his chest.

Pop his gripping hand off the wrist joint, put it in some hot water for a minute, that should make it soft enough to gently squeeze the weapon past his thumb and into his hand.
