A "figure" is a figure, and depending on intended purpose may or may not be a toy. An action figure is a toy.

If an object is intended to be a toy or is played with as a toy then it is a toy. It's that simple. Those bottle openers are not intended as a toy, but if a kid plays with one then that one is a toy.
