It's a latex-rubber blend. The exact formula is proprietary, and if you ask Mattel, they will at best tell admit that it does have latex or similar in it that may cause a reaction in children with a latex allergy.

I was hoping someone would have a specific material. I know 21st Century Toys also has the same type of material they use for jackets. I doubt its polyurethane resin as stated above because it can be painted.
