What do you mean by "rare", rare as in most valuable, difficult to get figure, or rare as in something very little people have, and could potentially be worthless though?

Assuming you mean "no one else on this board has it," it would be pic related. I just love the Mk VI design, so on top of the other Mk VI figures I bought I also got the Active Gear Collection one. Even though it's a mess as far as proportions go, it's still really well designed.
It's not like it's particularly valuable, though. But if anyone else here has it, I would be massively impressed.

That's me with Crimson Myst Batman and Stephanie Brown Batgirl. The Steph Brown figure was the only one I saw, but the paint was bad. I thought, ehh, maybe I can find another shop I guess. Regret of a lifetime.
Rarest in terms of both value and quantity. Only 25 exist in the world, and I bought mine for $2,000. (I think you can find them for slightly less now.) Last I heard only two other people on /toy/ own one.
Probably stuff from my super powers collection.
I have most of the figures packaged and loose, and some of those were awful expensive 15 years ago.

oh back when it was first announced anon. Back then I thought, "wow ok, that's a bit ridiculous" lol. Artist who designed Karas and sculpted the figure is also one of the SIC sculptors/diorama team, Kenji Ando, so I was comparing that release with SIC back then. I really didn't think it'd have gotten as ridiculously high as the $400 range.

I've never really known what toys are rare (and aside from obvious ones still don't), but the ones I can think of that are actually sought after are the NECA Predator Big Red and Gravity Daze Kat figma. If I have anything else rare, it's probably because no one else wanted or wants it.
I keep them in my safe because I have no real valuables to put in it.

I would recommend them, yes. But up front you must be completely fine with them not really matching anything else in terms of scale. The engineering is solid and you can tell a lot of effort went into making them nice. They're gangly as fuck though, like Iron Man armors made for aliens.
The War Machine prototype looked ace as fuck though. ACE. I have a decent sized collection of War Machine figures and I would have bought that without hesitation.

The trully rare ones, regardless of condition, are Battle Changing Freakenstein, Battle changing Kip, and Battle Changing Archer. Those three were produced at the end of the line's existence and as such got very limited releases.

Got lucky with this dude a few yeats back at a LTS. Traded a transformer for it. Idkif this is that "rare" anymore since a new "McCampbell" spidey came out.
I'm not sure about rarest single figurine. But I do have all 4 Yamato, Metal Gear Solid figurines complete with their original boxes. Last I checked on Ebay, some fucker wanted about $500 for the full set.

This guy's my rarest, Greyslash from Lanard's K9 Corps line. He's not that great of a toy, he's floppy as hell and the plastic feels super cheap, but he's a foot tall and looks neat.
The toyline was only found at K-Mart and I've seen him go sold on eBay from anywhere from $135-400. He's the only one people really go out of their way to look for, I think.

To be fair that's just an unsold asking price, not what anyone is actually willing to pay. They haven't sold for that much in a few years as far as I know, but at one point I saw some sell for around $4500 each in sealed 3rd party cases with some arbitrary collector grading slapped on. If I put them together with the numbered lanyard and press catalog I could probably get between $3-5k right now easy, but possibly more.
