No, unless they clearly say "bootleg" in the description, that's a ripoff.
No matter how cheap it is, if you say figma, or whatever brand you're stating, that's what you should be selling.
Of course, one should be careful and not buy something too cheap, but it's not like if you pay 100 dollars for an iphone and then you get a brick, it was in their right to give you a brick.
