They have articulation, most of them.
Before you were born we used to play with just single plastic casts of our favorite characters and those were toys. Your definition is pretty limited to your relatively small experience.
I think 90% of toy collectors would say that toys aren't meant to be played with, so keep that in mind.
I've seen threads for crazy bones so this is fine. My main gripe regarding art toys is the lack of mechanical ingenuity but that's just a personal preference. Feel free to prove me wrong though, I'm not gonna be disappointed if I learn about a new toy I might like.
