The mantis looks mostly new, but the torso, pelvis, and upper legs are just the Aliens warrior. The torso has the added bits on the shoulders which make it look pretty different, though.

Playmates is a harlot. They know they have absolutely nothing keeping them tethered to the here and now, without TMNT they are nothing. They hold on to the license and fight for it.

It's their golden goose, so the thought of sharing it scares them beyond belief.

It's a miracle that they're even letting NECA do what they're doing. And as for the live action figures, they're 18" scale. Which is outside of Playmates' range of 3/4" to 12" turtles. So it's getting around that bit of licensing (and probably still needing a green light).
