Kaiyodo was behind the old (larger scale) Trigun line, it was called The Planet Gunsmoke and it was what this Legato proto was scheduled for. As you may know, Kaiyodo is also behind the Revoltech line, but the Trigun line lived and died before the Revoltech era.

Shadowhawk already had 2 figures that are cheap to obtain. Kabuki has a Moore figure, also easy to obtain, Katchoo is probably too obscure for the toy buyers to know who she is. Scud was probably just skirting the line for being recognizable enough to sell a toy, too.
Tick at least had cartoon fans who remembered him, and there were some copies of Dick Track on eBay not long ago for cheap and he's been around long enough that even modern collectors have some idea he exists. And the fucked up on getting Mr Gone made, unless you want to sell a kidney to get the occasional eBay copy that pops up.
Seriously though, one of Shocker's owners is a major scam artist and it's a miracle the toys got made at all, then they were poorly distributed and the line was 2 demanded figures and 3 that probably weren't that demanded too highly.

Can't even find a picture of the prototype anymore, but the canned Vulnavia figure from the CHAOS! Dark Alliance series would've been potentially my favorite figure of all time if it had been made. And the quality of that series was amazing, so what you saw in the prototype was exactly what you'd get in the final product. I have the Purgatori from that line, and she's fantastic.

After the Lost World toyline Kenner made a line of mutant dinosaur toys, it was called Jurassic Park Chaos Effect, supposedly the story is something like scientists went to one of the Jurassic Park islands and were trying to recreate the dinosaurs from the park, but also mixed the DNA of different species and made mutant dinosaurs. Supposedly there were plans for a cartoon series that never got off the ground.
There were many mutant dinosaurs designed though I think only half of the line actually got released, the Ultimasaurus was supposed to be the centerpiece of the line but the line unfortunately got canned before it went into mass production. The things that were released were some smaller mutant dinosaurs and repaints of older JP dino molds in crazy colors, a couple of the large T-rexes, a couple vehicles and a couple of human figures one of which came with the ultimasaurus hatchling.
