Provided it actually works, does Home Depot ship out of America?

Foredom makes some nice rotary tools, but they aren't cheap. Jewelry supply stores are actually a good place to get bits, burrs, and abrasives.

problem is its cheap
I have one with the flex shaft, the router itself constantly wobbles making it useless for fine detail and almost any application I bought it for.

first time i was able to use it was outside the return period and because the horror stories involved with their outsourced repair... real; hesitant to send it in considering i could buy another one for probably less then shipping it out.
