There's probably some omega-class of defective elves who are forced to alternate between those less glamorous utilities, if they don't just have magical snowmen or talking animals take care of them instead.

But for real. Toys are the North Pole's definitive export, the only reason those sorry little assholes are even on the map. Plus, keep in mind here; they need to provide enough toys for every kid on the planet, so I'd doubt there's any excess in assembly personnel they have to worry about - especially considering how low the population appeared to begin with. If anything; they're sorely under staffed, but try acting low key about the fact, and Hermey is just some vain shitbrain who thinks he's too good for the standard paying toy making business.
