It's really, really easy. Just add your card to the service, and add a specified amount of money to a specified address when your seller contacts you with or provides you with the necessary information.

As for this - i use my paypal with mandrake. I did try to use my credit card and it ended up holding the stuff up due to my cc not wanting to work with a foreign company. This was of course years ago - and i've since just stuck with paypal.
The scamming stuff might be about people saying that the item never showed, or it wasnt as described - and calling up their cc company to help them get money back. I know in the art community there were a lot of artists who were getting charge backs when they finished up their work and had sent it digitally..
