I think the Covenant is like an Empire proxy.
They use old reverse-engineered technology they don't understand, they have an elite class of warriors (literally called elites) and fodder in various forms of alien species.
They can "glass" planets, so can the empire, they're lead by an xenophobic and zealous conusel.
So I'd say that they would be on par with Empire.
Meaning that they'd probably own Tau, if they focused solely on them, but they will not because they're too divided.

They'll either form a loose alliance or engage in outright war. The Covanent worship the forerunners and their technology, limited what the other races can do with it. Why the elites were on thin ice with the carbines.
The tau are so innovative they would get booted out for making the forerunner tech into some new super weapon,
