Disembarking doesn't happen at the end of a movement phase, the rule does not state that units cannot disembark and summon, and units can move after disembarking therefore they can summon instead of moving. The rule about disembarking means that a unit that doesn't move after disembarking still has to suffer a pentalty with firing heavy weapons and shit.

Thoughts on which Warlord Trait+Relic to use for my Malignant PlagueCaster? Also Lord of Contagion?

I think the Plaguecaster would benefit most from either suppurating plate, so he gains a 2+ or pandemic staff, so smiting is easier. Easier to get a 11+ and a 7+ for his pestilential fallout.

For warlord trait I was thinking maybe just the 4+ Disgustingly resilient. He doesn't really have the wounds pool to justify it... maybe the 3" MW one?

For Lord of Contagion I think the 'heal a wound a player turn' one could be best since he has 6 wounds which is pretty high. No idea which relic he could use. Maybe the grenade? But its so shit...

Personally, I feel GW should have just cleaned up the USRs, as well as giving them meaningful names. So rather than having Relentless vs Slow&Purposeful, have Ignore Penalty(X), and Cannot(X). To use a 7e example, Obliterators would be Ignore Penalty(Move&Fire) and Cannot(Run, Overwatch), and Kataphtactons would be the same, except they would simply be Cannot(Run). They wouldn't need some special rule called "Heavy Battle Servitor" which is basically "Slow and Purposeful, but replace the Overwatch Restriction with the ability to fire a second gun."

The answer is no. You can choose to not move them further then the disembarkment, but they count as moved regardless. Just because they get a full move after disembarking doesn't mean you can count that as it's own separate "move" that you can trade in to "summon" etc.

It's simple, to summon you must forfeit your movement. Can a disembarking unit forfeit it's movement? No, because they forefited it already to disembark in the 1st place.

The fact that they can move further does not give them another magic "hey I didn't move" token to trade in to summon.

Oh, my personal favorite thing is how Marine Stratagems are "anything with the word 'bolt' in it" or "anything with the word 'flame' in it." Which is funny when you bring Bray'arth Ashmantle and ask "is Burning Wrath considered a flamer" for purposes of using Flamecraft. It's the Scunthorpe Problem in reverse.

Now, I suppose if GW were to use Keywords and shit, it would logically make sense to give Wargear keywords, or scope on a per-model basis. So Inferno Pistols get the Melta Keyword, Inferno Cannons get the Flamer Keyword, etc.

This could also fix the problem the Haemotrope Reactor had in 7th. ("Is a Plasma Culverin a Plasma Weapon? Skorchas/Flamespurts/etc are 'treated as Flamers as defined in the rulebook' but there is no such clause for Plasma Weapons.").

If I pick a theme, I stick with it, regardless of tactical efficiency.

My guard regiment way back when was based on the mechanized company commanded by my dad in Desert Storm/Shield, so no gothic weaponry - only missile launchers and heavy stubbers/bolters. All my dudes had autoguns, and the squads were laid out according to what he had commanded, with the names he could remember on each base. No weird Russ variants, no baneblades, just APC's, stock Leman Russ tanks, and artillery/air support.

I did not win often, but it was always fun.

My fluffed Archmagos really doesn't do combat, that's the job of his Ordo Reductor fleetmaster/executive officer. He does logistics, command and making awesome genetic monsters, and his combat skills are garbage

Thing is, he's capable of respawning when killed because his mind is backed up to the massive cogitator banks on his flagship, Ark Mechanicus Outside Context Problem. Every time he dies there's a gargantuan binharic scream on all frequencies as his corpse attempts to transmit back the data it has personally gathered somehow, which sometimes works but is slowly driving Datum Triedesbrain plugged into the ship insane with minor data corruption and interference. He has a whole character arc I've written, but at this stage of it he's not yet aware of his slow mental degradation and thus often drops into battle, making himself a huge target and firing weapons in all directions to attempt to force the enemy to make a play for him, at which point he grapples the most important guy in the mob if possible and calls down the thunder on his position. Doesn't kill him for more than a couple hours and he's not the real commander anyway,so NBD. On the table he's Cawl, obviously, but back in Heresy he has actual rules for that ability in canon special character Inar Satarael, AKA Archmagos Trazyn.
Charge everything, make all the sacrifice plays, engage anything to keep it off the shooty units.

I imagine it as a HUD change and stimulant dump and such, while his normal minds keep thinking about less immediate things in the background while essentially playing Knight Freeblade with an Archmagos model and aimbot.

Dogma isn't AMAZING, but I kinda dig it, especially with the whole "drown them in blood" thing. Set up a Skitarii screen, Overwatch like a bastard, fight then redeploy them back a step and open up again and you can force your opponents to wade through a tide of gunfire as you continously fall back.

Might be pretty sweet just to replace a pack of Kataphrons too, since 150 free points is 150 free points. Will probably still run Lucius for teleporting shenanigans, but this is reasonably equal in power and better suits Admech players who want to keep their expensive boyos shooting.
