Its functional. Barely. There's wonk, metamechanics and the editor from hell, and then there's MC3.
The setting is still cool, but I'd recommend you look at the SW-version or the original game instead.
the original MC was pretty fucked up too, but at least it was something you could fix

The cookie-economy is the thing that make it barely functional.
Remove it and you're left with 500 pages of complete uselessness. Leave it in, and you'll at least be able to try it out before you pick up a good game instead.

I love this setting, I used to play in it when I was younger but I can't really get into the system. When I get around to game mastering a campaign in it I'll probably just do it in GURPS, using the lore in these books.

Metamechanics are generally crap. They're also a necessity. The trick is to fold them into a game so that they
a) make narrative sense
b) make mechanical sense
c) don't make the game revolve around them

2d20 fails on 1 and 3 and manages to scrape by on 2.

if you're ready to disregard, I also think FATE is a load of poo.

With the exception of Momentum, which is a direct result of in-game actions, the various narrativium and cookie-economy is solely game mechanical with no connection what so ever to whatever story is being told. Add to this feats that pour out of orifices you didn't even know existed, and dice mechanics that only make sense if you're drunk (but then you probably wouldn't be able to actually make sense of them).
It works together mechanically, and it has to, as the game simply does not function without them. The hoops the game has had to jump through to make it work however, have not been pretty.
And it fails on 3 as the dice' primary job is to provide background clatter as you spend your time managing cookie-pools and feats.

I'll give them that later versions of the mechanics are slicker, but it still like a bastard child of Palladium and FATE who happens to be both retarded and unlikable.

Isn't the main point of a lit of the talents and spends of the various point pools getting yourself more dice/lowering the difficulty to get more successes so you can succeed at harder tasks/create more Momentum to let your teammates succeed better and so on?

How does this all work in practice? It looks to me like the sort of thing that's slow until everybody's familiar with the system. Like Phoenix Command's tables, or an example that doesn't sound bad.

And everything is a deliberate design choice. Just because it is deliberate doesn't make a good design choice.

Many of the talents manipulate difficulty, by adding dice or successes, allowing rerolls and adding to the clatter, and as a bonus; pretty much each talent is its own thing and works in its own specific way.

In practice it actually works. Sort of. It plays better than it reads, but considering what it reads like that isn't a big accomplishment.
