Only game system I know of that did good vehicle combat was Dark Heresy, and even then it was something like three pages. Vehicular combat is rare... give me a moment, I'll have a look

Okay, I had a quick look, turns out there's this obscure RPG that's exactly what you're looking for made back in the 80's called Car Wars.
Latest rules are 2002, so it might be worth a poke.

Car wars, like a lot of other games from that decade, is less like a game and more like a game engine. It can be used for a lot of different things, but the details on how or why you should use the things in the books are vague or simply not present.

Car Wars was the tabletop wargame played on paper mats with counters or matchbox cars. Hardly obscure it was very popular in the 80s.

The Games Workshop rip off of Car Wars was called Dark Future. Used matchbox scale (Roughly 1:64) cars. The rules are out there. The expansion was called White Line Fever.
You can make or buy bits to add turrets, guns, cannons etc to your converted match box cars.
