Sure
Yes, it's very good at what it sets out to do. Issues only arise when people start using it in ways it's not meant to be used (like shilling it as an all-purpose rules-light system when really it's a rules-medium highly-abstract-narrativist system).

i'd say it's more genre simulation but that's a fine distinction to make and probably misleading for a lot of readers. so discounting for that bit of pedantry, it's okay to label it narrative.
