How do people in Warhammer get selected to be sacrificed for Emperor?

It's psykers, and they start with those who have such bad habits/bad influences, are incredibly weak, or are so old that for each of these they wouldn't be worth putting through the Scholastica Psykana. I guess if they don't have enough of those they start going through the useful psykers starting with the weakest.

Well they get shipped in from across the Imperium by the black ships that collect psykers from imperial worlds.
The useful ones are allowed to serve the Imperium in some way, but any that are too weak or uncontrollable are sacrificed.

No shit they do, empires can't function only on the backs of Servitors and the Imperium doesn't have an overwhelming direct efficient command structure, it's basically a fucking nightmare of red tape.

40k is basically a conglomeration of every idea so there is no wrong answer. Each planet and sector is self governing; as long as they provide a tithe they're golden. One imperial planet could be a beacon of democracy and human rights, another could be an industrial hellscape of cloned slaves. The Imperium isn't picky.

The Ciaphas Cain books give an insight into that, to some extent.
Worlds like Perlia had towns where people ranged from workibg in a water station, to mechanics, to bureaucrats, and there were some whose job was just wandering around the Desert.
Worlds like Gravalax had bars, bordellos, restaurants, etc.
In other fluff, it depends on the planet. Fortress worlds, pretty much anyone who csn hold a gun is a soldier. Forge Worlds, you'll work in a factory, be a Skitarius, or maybe even join the priesthood. Agriworlds are worlds just covered in farmland. Knight worlds are the same, but theres fortresses with 9m tall mechs protecting the smallfolk.
