I did something like this with a femme fatale noble woman in one game. Her assistant, who acted as a go-between for her and the PCs, was extremely awkward and in addition to being obviously scared of the PCs would be visibly uncomfortable as soon as things started getting suggestive (pic related). Her clothing style was also a lot of conservative, full length, gray dresses, in contrast to her mistress's finely made and revealing outfits. This noblewoman's other member of staff who appeared frequently was her bodyguard, who was pretty much just all seriousness all the time.

They don't have anything against the party, but they are a sleeper agent for a network of espionage agents the party has crossed. For the entire first half of the campaign they help out the party, get them situated into the area, starts a relationship with a party member perhaps. Then one day while everyone's minding their own business she runs up to the party's base saying that the orphanage is on fire, and when everyone runs off to help out, half their stuff goes missing with a calling card from an antagonist from earlier in the campaign. The party hunts them down, and while they may be victorious in bringing them to justice, they reveal that they had nothing to do with them personally. Assuming the party has an entire brain between them, they figure the only possible suspect is HER, who strongly denies it, spouting their past relationships as evidence for them, but it doesn't hold up when she herself can't come up with a proper alibi, as her memory is conveniently fuzzy during the time in question.

Long ago in the darkness of space the ship went out of the bounds of the sector into the eastern fringes. The recaff near my chair was piping hot as I looked past it was the sight of a slender women I have never seen before came through a screen almost unnoticeable to the untrained eye, she was sneaking past a hallway. This peaked my interest a bit.

Getting out of my chair I informed the men at the bridge to watch out and lock the doors using a password I just made up and to stay put until necessary. As I walked out I unlocked my bolt guns strap holding it in place as I waked towards the main corridor in the ship. The smell of the air hinted towards blood, a little pint of panic took me for a second as I took the gun out aiming it from my hip as I past the corner.

A body that had Its face eaten off was unsettling. looking up i began to see more. this time with various bullets in every body I seen, with the face eaten off. The Glutton must be near by. looking through the rest of the hall at the 14th corpse I decided to run Toward the end of the hall.

Funny enough just as i was nearing the end I saw some the same women sneaking through the cams. She was covered in a red mark all over her body with some places having the mark cut on, yet was slender as a tree branch with pure white hair. This unsettling sight was increased up a small bit when she let out a huge angry howl. The bloody bitch ran at me and leaped mouth open ignoring the gun in her hands.

A female NPC in one of the games I run has repeatedly tricked the party into shit, even though they should know better by now. This is because she does not care if she looks smart or not. She devotes tons of energy and time to the "dumb seductress villain" look, and the moment the players fall for it or start thinking they have the upper hand, she gets them.

I can really only pull this off because I've known my gaming group for more than ten years. I know how they think. With a random group there's no way I would be able to run that kind of villain. Just think about the kinds of assumptions they make in certain situations, and use those assumptions against them.

By doing it right.

She is capable.
At first approach, she does not need the PCs help or intervention.
She is resisting some force greater than herself, even if that's just "goodness", the BBEG, or law enforcement.
She is sexy and seductive because she is, and she uses it to be certain, but that is not why she is what she is.
She is desired by the protagonist(this is ultimately beyond the GM's control).
And she *will* betray them, maybe not to the BBEG, but to her own interests.
If a PC is considerably charming, or the situation aligns right, she may come to a genuine change of heart, but remain largely self interested.
(Imagine Han Solo at the beginning of Empire Strikes Back for a best-case scenario)

That's a really good answer. Femmes fatales are pretty much always minor and inconsequential. I might go so far as to say disposable. Tweener femmes fatales fare a little better than villainous ones in terms of longevity, but they usually get neutered when they join the side of the angels. Having one who sticks around and continues to matter or wield power, is not real common. Not to say it hasn't been done and done well, but I don't see it a lot.

It'd be a tough balance, though. The premise tends to imply a certain amount of either tragedy or struggle, which is one of the reasons they die so often and quickly. Ones that win a lot tend to be sexy manipulators and a lot of their power lies in other people. It's hard to get to a satisfying point of continuance balanced between remaining interesting but not causing frustration with delaying the resolution of plot and character points.

Noir movies, similarly hold an interest for me in their reoccurring elements that I have affection for but have yet to see one done to the level I would hold up as high quality.

I've wondered if books would be a finer source.
However, I'm aware there is a lot of crap out there and I am far less forgiving of the written word, and its tomesink, than I am of a movie that just kills an hour or so.

This is a really good point.
Most femme fatales are usually defeated or swayed and then diminish.
Thinking on it now, I can only think of a few that remained major players till the end.
When dealing with PCs, your options are limited too.
I would recommend planning a path of seduction and, however that resolves, ensure that her plans extend well beyond her dealings with the PCs.

This is assuming player disinterest and bloodlust don't prevent you from getting that far.

She starts out anonymous to them at low levels, offering guidance to put them on track to facilitate her reaching a powerful position or a power-adjacent position. Then relegating the PCs to deal with an imposter of her, who offers advice, and she uses her knowledge to get to everybody the PC's interact with.

The PCs help a minor noble in small township? She'll have an envoy sent with a gift in order to get that noble on her "payrole". She should be the leader of a "nobles guild" a secret society that revolves around keeping her investments in place and ensuring the development of the people around her. Such that if the PC's ever find reason to fight against her, they will find all (most) of their social connections disappearing or refusing to help.

In a way, she's the greatest ally the PCs will ever have, but only in an abusive girlfriend kind of way where she ensures that every good thing the PCs are granted is connected to her in some way, and instead of expressing disapproval, she merely removes her support in the background, because she's ultimately a selfish individual.

It also raises an interesting idea of what to do with her? In theory the "worst" thing she'll do for the PCs is give them slightly incorrect information to endorse a certain approach, or maybe hire their "trusty captain" they get ship rides from for a mission that takes them in the opposite direction the PCs want to go. So if they finally confront her, she can drop the "rule with me" line and it actually has some staying power because the PCs haven't been working against her, and have actually been working for her, and they're just now being offered an "official" contract.

Fuck, now I really want to run this, but my currently going game is in the middle of an arc.. I'm gonna try once it's over. I'm thinking... dwarven woman who's trying to put herself as head of the mafia families.
