Actually an interesting question.

Of all the factions to get doubled, I feel like Necrons would come out most strongly ahead, followed by the Eldar. The Imperium wouldn't know what to do with double its population, Kayoss would probably get weaker because of the guaranteed infighting, Tau still wouldn't matter even if pentupled up, and Nids and Orks both fall into the eternal status quo camp.

Eldar being doubled means a big win against Kayoss for everyone, flat out. Necrons, however, present a problem of exponential threatening-ness. Double the Crons and shit will get real wacky, real fast.

The Tyranids would've enveloped the galaxy.
Orks would be everywhere.
Eldar webways would crossover into multiple dimensions.
The Imperium would colonise most of the webway, as meatshields.
Chaos would exist as Gork and Mork vs The Great Devourer. Emprah isn't getting his hands dirty this time.

Probably real easy for Big E to solve their problems, frankly, and there's the added bonus of doubling non-chaotic forces while adding at best a handful of irrelevant xenos to the Chaos roster (also no Crons or Nids around in 30k so it's like HEY territory at that point)
