Lamenters are always in the right by virtue of being exceptionally selfless, but I do think the Astral Claws were not entirely evil since the High Lords of Terra are evil assholes due to the mere fact the Minotaurs exist and be such a pile of dicks.

By virtue of not being dicks they convinced the Executioners to turn on the Astral Claws due to Pellas Mir'san demonstrating honor, humility, honesty and other worthy traits in contrast to the pillaging of geneseed, warcrimes and dishonesty of the Astral Claws and Lugft Huron. They did their best to save lives and avoid the conflict. But this is to be expected, the Sallies are good people.

Any Astartes who sided with the Astral Claws should have been lined up against a wall and shot, not given the Emperor's forgiveness. What they did was outrageous.

The Minotaurs have literally never attacked someone who didn't deserve it. The only chapters they've punished have been renegades, insubordinates, or outright heretics. Yeah, they're dicks about it but they aren't evil, at least by space marine standards.

they willfully disobeyed lawful orders from the commanders of the Imperium to waste manpower settling a personal grudge and then stubbornly refused to surrender until they were almost destroyed. If they are going to squander resources then their ships can be put to better use.
