Fey are "innocent." There is no should for the Fey, only will.
Sometimes their "innocent" behavior might cross the line of what humans may or may not consider evil. But Fey don't have a concept of good or bad, or painful, or scary, or even edgy. Only Seelie and Unseelie.
Seelie are domesticated Fey capable of at least understanding what humans want or don't want, and also capable of communicating to humans what might happen if they do or don't get what they want. You can negotiate with Seelie court Fey.
Unseelie on the other hand, simply refers to any Fey that is not domesticated. You might be able to interact with them in a way that will be mutually beneficial, but it's unlikely. One or both of you will misunderstand the other, and do irreparable damage without even understanding what just happened.
Either way, Applying human morality to a Fey is probably a bad idea. If you ask a Fey if they are evil or not, they might interpret it as a request for them to be "evil" (Based on their understanding of what humans seem to expect from "Evil" beings) and respond by doing exactly what they think you just asked them to do.
The popular image of Fey as being harmless little children was probably a carefully constructed defense created by shamans who knew what they were doing. Don't reverse their magic unless you are prepared to face the consequences. Also understand that this applies to lots of different supernatural creatures known by different names all over the world.
Angels/Demons, Deva/Asura, Kami/Yokai, Raksasha, Naga, Dragons, Aliens, AI. ect ect ect. The only reason we don't believe in them today is because the Cathedral thinks it's dangerous for people to believe in them.

The arbitrary and completely subjective human concepts of "good" and "evil" mean precisely diddly and squat to the fae. They are alien to the human mindset.
Good and Evil also imply that one has a choice to be one or the other, that there is intent to be one or the other in our acts. Fae are embodiments of abstract thoughts. They do not make choices to be what they are, they simply ARE what they are.
Another way of stating it : humans see black white and grey in their "morality". Fae see no color at all; or perhaps it's orange to blue. Either way, their perspective is utterly removed from ours.
