Sounds about right. You want a big focus on the hysterical, fanatical masses and flame weapons everywhere.
If it was an actual regiment you'd have a core of troops who actually were trained. The conscripts would be hangers on/local "recruits." Priests everywhere, as well as those who do double duty as function-as-commissars. At least one actual commissar in there, to ensure the entire regiments doesn't slide into heresy.
Vehicle support should have as many flamers as possible, so Hellhounds and heavy flamer Senintels are the order of the day. Maybe fit in a Leman Russ tanks, but any sort of dedicated artillery is out.
