Dunno, we don't have much information about this time. Eldar mostly populated their crown worlds and likely regarded orks as local fauna that wasn't of any danger to them, which apparently they weren't. Maybe they didn't want to kill them off because they share a creater.

Eldar still have a better track record than the Imperium. But overall there isn't enough information about this time to come to any conclusion.

Without galaxy scale war the Krorks naturally degenerated into the Orks, which is a threat that even the Imperium can deal with, but the larger a Waaagh is the more organized and like Krorks Orks become and should a day when the Orks of the galaxy unite they'd be something that hasn't been seen since the WiH.

The Imperium was crippled in it's cradle and has been fighting for it's life against everything from a superpowered Chaos that killed the Eldar Empire, to intergalactic worldeating swarms that the Eldar Empire never had to deal with, to the Necrons finally waking up that the Eldar Empire never had to deal with.

The Eldar Empire had millions of years of peace and they did shit all with it except screw up the galaxy for everyone else by empowering Chaos.

Out of all the conversions from Fantasy to 40k the High Elves probably got the worst shake. The High Elves are prideful but without them the world would've fallen to chaos a long time ago, The Eldar on the otherhand are extremely prideful and without them chaos wouldn't be anywhere near as powerful as it is.
