Would it be a super bad idea to let players run a cult? I could imagine it'd fun playing through cult kidnappings and sacrifices, while dodging detectives and police who are trying to put a stop to it. Has anyone tried this before?

Do that, except the kidnapping and sacrifices are necessary for the greater, they keep the Ancients away. And of course the ncient ask for more and more and more until the PC can't manage

Don't forget to design your antagonist as the typical protagonist : pesky students, noisy archeologist, journalist, PIs etc...They grow in scale and power, with law enforcers, military, govment agents. In the end, your PC should be dealing with new age sorcerers, ultra-rich mythos collectors and legendary mercenaries
