Give them an ambition, a goal, a longing. Then think, "if I had no scruples, how would I reach that goal?"
I think pic related is a good example of a believable chaotic evil character, though a case can be made for lawful evil too.

There are many ways to write most alignments.
CE needs some extra attention to have the end result still be a valid addition to a party, but not so much if you're just writing a villain.
Remember, Chaos and Evil combined place you about as far as you can possibly be from caring about outside authority, rules, consequences, etc. So whatever their goals, motivations, beliefs, etc. are, make sure they pursue them even if it violates those. Because Chaotic Evil isn't just self interest, it's self interest that the character in question pursues even if the rules or feels or well-being of others is in the way.

However, if you're making a PC, you should take care to think about why your largely amoral character would team up. If there are no reasons, you need to do another pass and establish some goals, values, or other concerns that would give him reason enough to be a team-player at least to some extent.
