You can choose to attempt to stick the web to a creature, any creature at least one size bigger than you is automatically struck (not true for called shots)
You can make an attack roll to attempt to stick a creature, if the shot is not called it simply hits the center of mass. These webs require a DC20 check to break. General entrapment rules.
Limited amount of webs per day. Spiderman can manipulate these webs as he sees fit without making any checks as long as he is touching them.

Anon, never use D&D to stat out superhumans.
Example, Spiderman classically can lift 10 tons over his head.
26 strength is not high enough for a bipedal, medium sized creature to do so. To do so, he would need 46 strength, or specific feats in order to increase his lifting ability. The issue is that in comics, lifting strength is also tied to your overall physical strength, so the feats would actually be relevant.

Combat Sense: Amazing, a "buzzing" in his head alerts Spider-Man of potential danger. Spider-Man cannot be blindsided, and he may make defensive actions if he makes a successful power FEAT. Intuition in combat is equal to this power rank. If the sense has been nullified his Intuition is as listed and all Agility FEATs are at -1CS.
Note: Peter has developed a natural ability to spin his own webbing from his wrists(just like the movies). I am choosing to ignore this as it's just not Spidey that way.. Use the equipment section of webshooters. Spiderman has all the same abilities as below, now his webbing is natural rather than equipment based.
