You can't have both at the same time, you can have both tech at the same time like in Numeria, but then you don't really have a compass what sub-genre of fantasy it belongs to, and such subgenre classification becomes unecessary.

Their goals are to reduce the world to a state of Anarcho Tribalisam. They use mad footsoliders whom are all seaminglly mad, offten using bayonetts rather than guns to charge the enemy.
