Chapter organisation allows more flexibility, but the provisions against legion-building do mean that it's somewhat more difficult to present overwhelming forces when needed. I think.

Good idea, bad implementation. Rootytooty Gorillaman didn't intend for them to hang onto his every word like it was a world series home run ball. The Codex was supposed to be a living guide, general rules to be added to and manipulated.

It was good in its original intent, MAYBE.
In how it turned out, it was a dumpster fire so bad that Rowboat explicitly ignores it on several occasions after he's revived because dogma is getting in his way.
