A lot of it is that they don't exist because of the Loophole, the Loophole exists because of them. They ended up on the winning (And both Emperor and Custodes approved side) of the war, so the new head of the Ecclessiarchy didn't want to disband the people who actually went and re-evaluated their opinions when provided with evidence they were mistaken.

Since they were an all-female group already, the loophole was created when the law was made to allow them to not be disbanded and in fact become the primary force of the Ecclessiarchy. SoS are older, they built up their numbers way back. I feel that there are only so many of each type of assassin at at time. Also it seems in lore that blanks can come in varying degrees of strength. Jurgen is just slightly unpleasant for normies, Bequin was slightly worse it seemed. The smoker who follows around Ravenor seems to be a bit stronger and had to be kept in a collar, but thats probably more to do with his proximity to the psy-dependent Ravenor. But in the Seventh Retribution, the Culexus assassin there has so much anti-soul fucker that she can bring several veteran SM's to their knees just by looking at them funny. So I'd say the stronger ones get brought into Culexus, while general strength Nulls get filed into whatever the Inquisition wants.

If you're decent at ground strategy, but not particularly personal fighting, you become imperial guard officer. Skewed towards male but there's female units girls could go to.

If you're decent at naval strategy, you become imperial navy officer. Female naval officers aren't particularly uncommon.

If you're obsessive and dedicated and a decent fighter but also able to grasp concepts like laws and reasoning you become arbites. Seems skewed towards male but several canon female arbites too.

Commissars are if you're inspiring and charismatic even under fire. The male/female ratio is pretty overwhelmingly skewed to male but still. Female commissars go to female units, which are also a rarity so the numbers balance out.

If you're an obscenely skilled combatant, you become a storm trooper. Pious boys go to imperial priesthood, become altar jockeys.

Mysterious depressed brooding weirdos and autistic savants go into the inquisition. Pretty gender neutral.

Psychopaths with near-superhuman athletics go to the Assassinorum (then get further split into the temples by their characteristics).

I honestly doubt Khorne cares about what you do when you are not slaughtering. I mean if you are a champion of Khorne and you start doing things that would embarrass a daemonette, you could expect a hound or two after your ass, but he never struck me as someone who like to set a rule for every little thing.
