Is taunting your opponent ok, or is it bullying?

Depends on the game, if it's a CCG then you should expect worst-case-scenario world series of poker types because they crave the thrill of competition beyond all social interaction
but if its a friendly RPG or board game or something then wtf pal I'm doing you a fucking favor by being here so don't give me that attitude

My friends and I will talk mad shit to one another, but against strangers is a no go.

Both of these

It is bullying, which is okay.
Talking shit to strangers is fine as long as you dont insult them personally or start cursing. Also talkong about a stranger's mom is no good.

Frequency is probably a big thing too. Occasionally dropping a mild taunt at a stranger is fine, but do it too much and you're just being an ass.

Agreed
I think the main thing is just dont be mean.

It's generally tactically smart to put people on tilt. That's why pros do it. Nobody plays as well when they're butthurt. You'll get some shitlords claiming that they get totes focussed when their angry but they're kidding themselves. Being on tilt makes you a worse player. Scientific fact.
That said, in a friendly game it's probably not worth losing the social credit just for an in-game advantage, so go light.
