Valdore. Russ should have arrested Magnus like the Emperor ordered him to. Instead of turning traitor, it would be Magnus sitting on the Golden Throne and his legion fighting in the webway. Freeing up the Emperor to go on the offensive against Horus, personally.

Well yeah, people don't remember that the Warmaster is literally supposed to have all of the authority of the Emperor when the Emperor isn't around.
But it's still worth noting, and the books do note it, that Russ was more than willing to accept these changes in orders because he had personal issues with Magnus.

The problem is Valdore would have gotten his entire force killed if he tried to physically stop Russ. Valdore knew it was stupid to assault the city, knew that Russ was doing it for personal reasons, and knew that something fucked up was going on down there. Valdore's hands were tied. To this day, all responsibility for the siege and its fallout lies principally on Russ.

Except Russ, who intentionally chose to make a personal example out of Magnus and sacrificed much of his legion for a needless siege to do it. But Russ' less-than-average mental acumen is well noted by now.
