It's simply not needed or worth mention in most places modern sci fi takes place.
Also, since the Prequels exist, no one else is going to bother using unfair or dubious taxation as a major plot point. Ever.

However, to understand it, you're going to need to read both the UK, US and Chinese tax policies in full, and then answer a quiz correctly on some of the more salient points without internet access.

Once you can demonstrate your understanding or at least rote memorized knowledge then will you be told of the tax policy of the sci fi setting which is a 5% tax on every second spent living
