I'd say Piccolo leads it best, with the mask a close second, and the Hulk third.
Piccolo had/has plans of world domination, so there's motivation, he's plenty fighty, he can shoot dakka from his fingers, he knows where to hit and when to leg it, he's also ruthless enough to sacrifice minions for his own gain. Top leader, he may be a bit too serious for the Orks, though.
The mask lacks motivation, he'd just lead it for the funsies until he gets bored. Then again, while it lasts it would be one hell of a waaagh.
The Hulk leading a waaagh would boil down to "he's punching things in that direction, let's follow". No planing, and definitely no kunnin'.

I'm not sure about the no kunnin' part. The Hulk doesn't talk much or explain shit when he's wrecking stuff, but he gets stuff done in a very effective fashion. He doesn't seem cunning when done alongside smartasses who are running their mouth, but he ain't stupid. A boss who is practically impossible to kill, can crump anything when angry and has a good bellow is a boss an ork can get behind.

I'm not sure what the boyz will think of this weird "Bruce Banner" git he drags along, though.
