It the lore would have copious amounts of references to Japanese history and Space Marines would be modeled after Samurai.

I would expect Horus Heresy would be more fleshed out, since the conflicts between those loyal to the Emperor and those loyal to the Shogun did exist in Japanese history, so they would have easier time with that.

Then you make money on merchandise. Guess what makes good merchandise? Dakis, figs and shit. If you make a harem animu you get 5 cute girls to print on your pillow and make money on. And there are more people that want a cute girl on their pillow than some supersoldier. Selling a few space marine dakis to neckbeards doesnt weigh up against the massive moe market.
The only thing that makes animu w40k difficult to make is that they have taken a law that makes depictions of ultraviolence (like in MD geist) forbidden or something like that.

I think the most interesting and relevant thing here is that anarchistic manly adult men as protagonists somehow went out of fashion in anime and manga. Trigun, Cowboy Bepop and Outlaw Star seem to be last series that featured them. Sure there have been attempts of revival like Redline or Space Dandy, but it hasn't exactly worked out.
