Why won't Wizards make a full fledged Magic RPG?

And Hasbro released a MLP d20 book so don't give me attitude about them not wanting to compete with themselves.

I think they first want to get a sense of whether or not people really like mixing the two with those initial samples before they go further.
Hasbro is willing to shell out plenty of money for Magic, which is why they're able to afford commissioning not only hundreds of high quality art pieces but also to create entire campaign settings which are used for a couple of months before shelved. They basically have too much of a budget and almost are looking for excuses to waste it.
That's what happens when your department basically prints money.
On the other hand, the D&D department is tiny, with very few resources, and all because despite being the best selling RPG of all time, RPGs just don't make that much money. Hasbro has found far more value just in the brand identity, rather than the actual flagship product of that brand. That's why the 5e release schedule is so slow, and why it wasn't even the D&D team that produced those 5e MTG supplements, but bored members of the MTG staff.
If they wanted to make a full and proper MTG/D&D crossover, that would require cooperation from both departments, and while that wouldn't be an issue for the MTG team, the D&D team needs a particularly strong push for them to decide that the project would be worth investing their time and effort into.

I can see it working well in their favor especially if they update the magic system to fit in more the the MtG lore. Plus maybe the MtG team doesn't like the idea of peaple playing planeswalkers and fixing the shit the others have caused.
