I know superheroes didn't really get started until the mid 1930's, but how cool would a 20's themed supers game be?

Post got eaten.
Try Adventure! from White Wolf. Get your hands on the 1920s sourcebook for Call Of Cthulu for slice of life details that might lead to further mayhem.
The comic book series "The Nevermen" from Dark Horse and Guy Davis is well worth a look to get the feeling down. Good luck!
Dieselpunk + Superheroes
so... it'd be Baccano

Warren Eillis' series 'Planetary' is one big love letter to the Pulp dime fiction stories that existed before superhero comics exploded on the scene.
Jess Nevins also has a great online directory of Pulp era heroes as well.

There's also a bigass phonebook worth of reprinted stories in 'The Black Lizard Big Book of Pulps'.

Some more propaganda.
You're not tied to a particular setting but the Zero Point Energy plot point being the common power source for death defying shenanigans is part of the mechanics and can easily be called something else or not even acknowledged in your own game's set up if need be.
Got a copy of Lucas, Kasdan and Spielberg basically doing character creation.
Adventure!'s pretty much Raiders Of The Lost Ark the game system. They've got the Daredevil character class made for that sort of everyman hero.
But if you want The Shadow there's the Mesmerist to cloud the minds of men.

Then if you're going full science hero superhuman there's the Stalwart. For your Tarzans and Stardust.
You might want to poke /co/ regarding more info and prepare your mind for the bizzare acid trip of the hero Stardust.
