Is this a sudden change or a retcon in which they were all originally dogs? In the case of the former, all societies collapse and assuming their intellegence is not that of a dogs now, they may eventually form new ones.
In the case of the latter, cities if existent at all will be very different and more focus may be placed on ranching than otherwise.
