They can totally print good cards at common. The problem is that NWO forbids some of the biggest things that make cards good from getting put on commons. Mainly, wordy effects that would allow the card to scale up to large numbers, like Devotion or other things that count and get X, and things that allow them to target other creatures with anything actually dangerous or otherwise get 2 for 1s.

So that keeps commons stuck as only ever being able to be good through being useful tools, or being very mana efficient. Not the most space to work with.
