it's confirmed... ish. The concept of unifying and consistent "canon" isn't nearly as applicable to the 40k universe as it is to many other /tg/ related fandoms. Here, have an eldar space marine for your troubles.

No dude the horned rat is Civilization. Many individuals working and living together for mutual benefit be it constructive, or detrimental with the only "support" you're getting is not having to survive alone. He is also all the negatives that come with it. Urban landscapes growing like cancer using everything up before consuming itself, filth from so many bodies all in one place, disease, inbreeding, crime. He is the Teeming Masses.
Sad that they ended up not putting him in 40k, he would of worked very well representing the Imperium's decrepit state.

Anyway, it's mostly for editorial reasons. If Skaven were to ever get into 40k the Horned Rat would be a thing. Slaanesh is a lot bigger in 40k and tied to the Eldar, Emperor's Children, etc. so you can't get rid of him
