It's legendary, so you're only running 2 of. Some decks can chop off their 2 Smugglers Copter or Vendilion to run this along side Kira. The second point is that this can beatdown for 3-4 unblockable, while Kira and Vend are a bit more manageable.

I honestly don't know since I don't play Merfolk, but it seems like the kind of tempo the decks want. Also I wouldn't call a tax for 2 a soft restriction in modern unless you're playing against Titanshift.

This sounds like a terrible idea, even for WOTC. Theyve been trying to get it right (c14, flip walkers) but just blanket rules change would fuck up edh until the next ban announcement. Jtms as a commander? Or gatecrash gideon(worldfire as a commander)? Its a cardtype that wasnt designed as a commander, it would be best to leave it as is. Every plane is written with a "return" clause; when Wizards leaves, they know pretty much how it'll be when they come back, to make world building easier the next time around (and to prevent Mirrodin/Scars errors from happening again).

Forgoing your turn 5-6 just to draw a specific card out of your deck can get be really painful.
Sure the tutor let's you drop some pretty nasty stuff on turn 6 like the uncounterable green one or the big red one, but you're still skipping a whole turn just to make sure you have that card in your hand.
Unless there's some good ramp in this set I wouldn't count on it.

They come in the boosters you cunt. If you're buying a bunch of boosters, you will get more checklist cards than you will DFC's to use them with. If you're buying singles, you can buy a checklist card for a couple extra cents. If you're drafting, you can and will have them lying around. If you're playing casual, you can use whatever the fuck you want to represent the card. I can't even imagine a problem where having the checklist card is actually any kind of problem

There was a period around Time Spiral block where they actually took conscious steps towards making it so that tournament decks in Standard weren't just a pile of rares. I remember Foresythe posting an article on the mothership at the time which proudly compared a deck from one or two seasons earlier which was pretty much all rares to a then current deck which was about 33% commons, 33% uncommons, and 33% rares and claimed this was a great success on their part.

Then they silently moved away from it. Most likely because they realized that the crisis the game faced at the time didn't actually have anything to do with that.
