My only problem with all the rape is just the sheer amount of women that seem to get caught and STILL they are not taken seriously.
Somewhere early on they mention that like 80% of expeditions to clear goblin hovels at the level they are posted end in total wipe, and half of those only 1-2 people come out alive. That would be major cause of concern if the vast majority of your recruits are just dying to these "weak" monsters. Then throw in the fact that they apparently constantly are attacking towns and WHY THE HELL HAVEN'T SOMEONE DONE SOMETHING. Even from a practical standpoint losing a village or two a year with no survivors is devastating in medieval times, it would be a major lose of manpower.
Plus the entire issue would be avoided if someone bumped up the goblins bounty to get the people who actually have the correctly skill to deal with them and basically got them exterminated or at least majorly suppressed, add double on babies and you got no survivors from the human side to.

So yeah, elves are basically immature teenagers for a really long time who are happy to spend a decade on a fling or learning to watercolor paint or something between older elves trying to get them to learn something useful.

I was under the impression that the failure rate of low-level goblin expeditions were not THAT low. It's more like 50% of starting adventurers clear their mission brilliantly and live on to either become heroes or die to more dangerous things, and 50% are killed, maimed, raped and sometimes barely escape but become scarred for life. Of course, the manga only depicts the unfortunate adventurers because sucessful adventurers are boring and not in focus, and Goblin Slayer wouldn't show up.
50% survival rate for first expeditions seems fair to me. Adventuring is not cakewalk in candyland.

In terms of development, a human in their mid twenties is definitely an adult, far more so than an elf of similar age.
