Ok so you've got Wally West, the current Flash. His great X 500 grand nephew Bart Allen comes from the future calling himself Impulse. A clone adopted by the other side of his family (the Thawnes, aka Reverse Flash) follows him, calling himself Inertia. Inertia kills Impulse. Wally does this as revenge.

Flash's Rogues are some of my favourite villains ever. One of the best things I ever read about them was a story of Batman taking over for Flash for a few days...and the Rogues making a fucking mockery of him. He may be the World's Greatest Detective but they are the guys who can push The Flash into actually needing to work at it and you shouldn't underestimate them just because they are goofy guys.

It's sorta why I really prefer the crazier, goofier Captain Boomerang to DC's 'Old, sad pathetic lech of a man' take you saw with him later on (Identity Crisis and such). That Boomerang never really felt like a guy who could tangle with Flash.
